The Army Corps of Engineers has several projects underway to mitigate flooding along the Des Plaines River. Here's an overview of the current initiatives:
Phase I
Authority: Water Resources Development Act 1999 (Public Law 106-53)
Project Description: The Des Plaines River has a long history of flooding, with the most devastating event occurring in September 1986, causing $35 million in damages and displacing over 15,000 residents. The project includes six structural elements: two levees, two reservoir expansions, one lateral storage area, and one dam modification. It also incorporates a flood warning system.
Costs:
Total Project Cost: | $103,000,000 |
Federal Cost: | $67,000,000 |
Non-Federal Cost: | $36,000,000 |
Current Status: Levee 37 is nearly complete, with the final gap expected to be closed once the compensatory storage facility at Heritage Park is completed. This is anticipated around late 2013 or early 2014. The Chicago District is currently finalizing plans for the remaining components of the project.
Phase II
Authority: Water Resources Development Act 1999, Section 419
Project Description: This study expands the focus to include the entire Upper Des Plaines watershed, covering 15 tributaries in Illinois and Wisconsin. It aims to reduce flooding, restore ecosystems, improve water quality, and enhance recreational opportunities. Recent floods in 2004, 2007, 2008, and 2008 have prompted this initiative.
Costs:
Total Project Cost: | $12,944,000 |
Federal Cost: | $6,713,000 |
Non-Federal Cost: | $6,231,000 |
Current Status: An updated version of the Alternative Formulation Briefing Document was submitted for review in December 2012. It is expected to be publicly released soon after final approval. Stay tuned for more updates on this feasibility study.
