The Army Corps of Engineers has several projects aimed at managing the Des Plaines River. Here's a look at their current initiatives:
- Phase I
Authority: Water Resources Development Act 1999 (Public Law 106-53)
Project Description: The Des Plaines River has a long history of flooding, causing significant economic losses. The worst flood on record was in September 1986, which led to $35 million in damages to 10,000 homes and 263 businesses, and forced over 15,000 residents to evacuate. The project includes six structural elements: two levees, two reservoir expansions, one lateral storage area, and one dam modification. It also includes a flood warning system.
Costs:
Total Project Cost: | $103,000,000 |
Federal Cost: | $67,000,000 |
Non-Federal Cost: | $36,000,000 |
Current Status: Levee 37 is largely complete, but the 600-foot gap remains open until the compensatory storage facility at Heritage Park is finished, expected by late 2013 or early 2014. Plans for the Gaps and Closures contract are underway, along with plans for Van Patten Woods and Big Bend Lake expansion. Coordination with local landowners is ongoing.
- Phase II
Authority: Water Resources Development Act 1999, Section 419
Project Description: This study expands the focus from the mainstem of the Des Plaines River to include the entire Upper Des Plaines watershed, covering 15 tributaries in Illinois and Wisconsin. It aims to reduce flooding, improve ecosystems, and enhance water quality and recreation. Recent floods in 2004, 2007, 2008, and 2008 have prompted this expanded approach.
Costs:
Total Project Cost: | $12,944,000 |
Federal Cost: | $6,713,000 |
Non-Federal Cost: | $6,231,000 |
Current Status: An updated version of the Alternative Formulation Briefing Document was submitted for review on December 14, 2012. It’s now expected to be released soon, following final reviews. Please check back for updates on the feasibility study.
