About online centralized procurement of drugs

The "Opinions" released highlight the importance of promoting online centralized drug procurement under government leadership, aiming to streamline the process and ensure transparency. The guidelines stress the need to continue addressing unhealthy practices in medicine procurement, sales, and medical services. Relevant authorities are urged to implement medical reform measures effectively, including expanding basic medical insurance for urban employees, urban residents, and rural populations, as well as improving medical assistance systems. Efforts will also focus on refining medical insurance settlement methods to make healthcare More accessible. The government plans to fully implement a provincial-level centralized online procurement system, with the establishment of a regulatory platform and a non-profit procurement platform. These initiatives aim to enhance oversight throughout the procurement process and standardize the procurement of medical devices. Additionally, the supervision of pharmaceutical pricing will be strengthened, with various measures introduced to gradually reform the "medicine-funded treatment" system and improve compensation mechanisms for hospitals. The opinions also call for stricter oversight of pharmaceutical production and distribution, continued crackdowns on commercial bribery in the pharmaceutical sector, and the development of behavioral guidelines for medical representatives. A bad behavior record system will be implemented to ensure accountability. Efforts will be made to promote the supply of essential medicines through centralized procurement and unified distribution in both urban community and rural health institutions. Reforms to the operation mechanism of primary healthcare organizations are being explored, including the introduction of a zero-difference pricing model for drugs in communities. Medical device registration will be further standardized, with enhanced inspection of manufacturers and quality checks. Daily supervision of operating companies will be intensified to ensure compliance with regulations. The construction of medical ethics will be promoted, with hospital affairs made more transparent. An evaluation system for medical staff's ethical conduct will be established, along with regulations for punishing legal violations in the healthcare sector. Collaboration with relevant departments will strengthen oversight of healthcare institutions, enforce responsibility systems for hospital leaders, and conduct inspections of large hospitals. All forms of arbitrary price hikes and fees will be strictly addressed. False and illegal medical advertisements will be cracked down on, and measures to regulate private healthcare institutions will be studied and developed. In 2007, the National Development and Reform Commission (NDRC) reduced the prices of 726 types of medicines in three batches, as part of the Central Commission for Discipline Inspection’s special campaign against irregularities in the pharmaceutical sector. This resulted in an average price reduction of 20%, saving over 10 billion yuan.
