The U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) recently released the 2016 Emergency Response Guidebook (ERG2016). This updated manual aims to assist firefighters and other emergency responders in managing hazardous materials transportation accidents during the crucial initial moments. PHMSA plans to distribute over 1.5 million free copies of the guidebook nationwide to first responders, including firefighters, EMTs, and law enforcement officers. These guides will help identify potential risks posed by compromised hazardous materials and suggest appropriate safety measures to ensure their protection while containing incidents swiftly.
The ERG provides a comprehensive indexed list of dangerous goods along with their corresponding four-digit United Nations identification numbers. It outlines the general hazards these substances present and recommends precautionary steps for handling hazardous material incidents effectively. The 2016 edition features several general updates, expanded sections, and additional guidance pages specifically tailored for absorbed gases. As part of its routine revision cycle—occurring every four years—the ERG2016 was developed collaboratively by PHMSA alongside Transport Canada and Mexico’s Secretariat of Transport and Communications. Copies are freely accessible to public safety agencies in all states, territories, and Native American tribes via local emergency management coordinator offices.
In addition, PHMSA has collaborated with the National Library of Medicine (NLM) to offer a free smartphone app version of the ERG2016. NLM also maintains the Wireless Information System for Emergency Responders. This mobile application is expected to launch this spring. A digital copy of the new ERG2016 can be found online, while print versions remain available for purchase from the U.S. Government Printing Office Bookstore and various commercial suppliers.
